▲Bob Woodward爆料川普政府亂象的新出版的書籍《Fear:Trump in the White House》(恐懼:川普在白宮,暫譯)披露不少白宮內幕,內容除了詳述幕僚偷文件不讓川普簽署等荒腔走板情節,更著墨川普對對外交與國安議題卻很無知。書中數度點出川普輕忽國家安全,除了無知,追根究柢就在於他衡量一切事物的價值觀是以「錢」為基準。此書開賣前已榮登亞馬遜(Amazon)暢銷書排行榜第一名。作者首站將在紐約辦座談會,入場售票60美元(換算約1850元台幣)。

這場關鍵會議發生在今年1月19日,主軸是南韓議題,包括川普、時任白宮國安顧問的麥馬斯特、國防部長馬提斯、美軍參謀首長聯席會議主席鄧福德等人都出席。川普先質疑美國斥巨資在朝鮮半島大規模駐軍有何好處,然後又不死心地追問,「尤有甚者,比方說保護台灣,我們究竟能得到什麼?」

書中指出,川把美國花大錢協防其他國家,諸如台灣、南韓等,當成美國的「全球性通病」。面對川普不斷貶低軍事與情資的價值,馬提斯顯然已感厭煩。他回應:「我們這麼做,是為了避免第三次世界大戰。」書中說這是「令人屏息的一刻」,是幕僚對總統的挑釁,馬提斯明顯是要告誡川普,別鬧了,這可不是商業賭博。 川普顯然不信服,顯然認為美國的作法 遭其他國家佔便宜,「我想假使我們不是這麼笨,我們應該可以非常有錢。」事後,馬提斯向同僚抱怨川普的行徑與理解力,跟「小五、小六生」沒兩樣。

譬如,川普考慮向中國施加關稅時,白宮首席經濟顧問格里·柯恩(Gary Cohn曾極力勸阻,稱美國96.6%的抗生素都由中國進口,倘若嬰兒因缺乏盤尼西林而死於咽喉炎,該如何向母親解釋,難不成要說是「為了貿易順差」?川普卻認為只要跟其他國家買就好。柯恩警告,發動貿易戰是「捨本逐末」,且倘若中國決定不賣抗生素,就足以摧毀美國,但川普仍一意孤行。

針對美國國務院日前召回中美洲3國使節,以了解其派駐國與台灣斷交一事,國務院前天重申支持台灣,但表示無意改變美國與兩岸的關係,稱美台保持非官方關係「對我們有用,並不代表適用於其他政府」。
